The green tubes are nursery nests of some kind of leafcutter bee. I think they were most likely made by a member of the Megachilini tribe in the subfamily Megachilinae. The colorful tubes may also be made by a leafcutter bee, they were found at the same location a different year and appear to be made from gaillardia petals.
One of the bees in this tribe was photographed at the same location as the tubes shown here, but a different year. That bee was identified as a member of the genus Megachile.
