While I am not absolutely sure of the species identification, this fly does appear very similar to other Palpada vinetorum images that I found. I am confident that it is a Syrphid fly and that it is likely a member of the Palpada genus.

Palpada vinetorum is a member of the Syrphidae - Syrphid Flies family.
