This fly was feeding on the flowers of seaside goldenrod - Solidago sempervirens near the Atlantic shore.
With the help of bugguide.net I was able to get a likely id that this fly is in the superfamily Muscoidea. This superfamily includes the families Scathophagidae - Dung Flies, Anthomyiidae - Root-Maggot Flies, Muscidae - House Flies and kin - and Fanniidae.

undetermined unknown is a member of the Muscoidea - superfamily of flies family.
